Paragon Testing Enterprises, a wholly owned company of The University of British Columbia (UBC), is the new provider of the Language Proficiency Index (LPI) and the Canadian English Language Proficiency Index Program (CELPIP). In the past, both these English language assessment tools were developed and administered through a UBC ancillary department called Applied Research and Evaluation Services (ARES). Now Paragon Testing Enterprises provides these testing services and maintains the consistency of administration, assessment, and reporting of results for these English language proficiency tests.

The LPI is an academic reading and writing test that measures English language proficiency at the pre-university or pre-college level. Many post-secondary institutions in British Columbia (BC) and other parts of Canada, as well as a host of BC professional organizations use LPI scores for placement in educational/professional programs or for employment.

CELPIP has two proficiency tests: CELPIP-G and CELPIP-A. CELPIP-G (General) measures four skill areas (listening, speaking, reading, and writing). Scores from this test are used by Citizenship and Immigration Canada (CIC) to award immigration points to individuals wanting to immigrate to Canada under the Skilled Workers class. CELPIP-G is one of only two English Language tests approved by CIC. CELPIP-A (Academic) also measures four skill areas (listening, speaking, reading, and writing). Scores from this test can be used for admission to UBC and by professional organizations such as the Canadian Society of Immigration Consultants (CSIC), which require proficiency scores for prospective members.

Paragon Testing Enterprises plans to offer new services and products for the LPI and CELPIP programs to be delivered directly or through partner organizations. These auxiliary services may include new LPI and CELPIP online and written self-study materials; test preparation programs; test delivery software for licensing; and other types of proficiency tests such as math proficiency tests.
